Attempted four times and gave up. No f1-micro instances availability in the prescribed zone on each attempt, and no permissions to delete resources to try again so I had to restart the lab. When I tried a different zone contrary to instructions, it deployed, but then the site URL could not be reached despite firewall rules looking correct, so I couldn't advance any further.

Completed, although I used E2 instance instead of N1 due to unavailable instance type error having been seen in a different lab in the same region.
