there appears to be a mismatch between requirements.txt tf version (2.11) and instructions for custom notebook (2.6). also, there appears to be a quota limit for custom training, which leads to training failure ("The following quota metrics exceed quota limits: aiplatform.googleapis.com/custom_model_training_c2_cpus")
