Composer API Service Agent service account (service-153558866658@cloudcomposer-accounts.iam.gserviceaccount.com) does not have required permissions set. Cloud Composer API Service Agent role is missing. Please bind roles/composer.serviceAgent back on service-153558866658@cloudcomposer-accounts.iam.gserviceaccount.com.
