Had to run the create function command twice. First time errored with: ERROR: (gcloud.functions.deploy) ResponseError: status=[403], code=[Ok], message=[Failed to create 1st Gen function projects/qwiklabs-gcp-03-8c94c4696080/locations/us-east4/functions/loadBigQueryFromAvro: Unable to retrieve the repository metadata for projects/qwiklabs-gcp-03-8c94c4696080/locations/us-east4/repositories/gcf-artifacts.
