Setup IAM and Networking for your Dataflow Jobs Reviews

I liked the use of gcloud commands. There could have been more CLI use to verify or review configurations. Since the second part of the lab looked at the Compute Engine resources to see they did not have Public IPs, it would have been nice to review the Compute Engine resources in the first part of the lab more closely.
