There is a problem with the network as designed. For instance, the mynet-eu-vm created automatically for the purpose of the lab bears the internal IP of 10.128.0.3 which falls outside of the subnet 10.132.0.0/20 as indicated later towards the end of the lab. This needs revisiting and corrected as appropriate.

Lab has a error in the initial script. EU VM is placed in us-central-1 instead of EU.

The provisioned mynet-us-vm and mynet-eu-vm in my Quiklab environment were both in us-central1-f and therefore mynet-eu-vm was not in an EU region!
