Configuring Google Kubernetes Engine (GKE) Networking Reviews

Looks like instructions document is out dated. I'm unable to see private cluster option under cluster>networking and many steps mentioned in instructions document are not matching with the console.

The instructions and the console had differences (to me) and there wasn't a review where I could understand if I was doing something wrong.
