After creating the logging sink (FlowLogBQExport), the BigQuery table compute_googleapis_com_vpc_flows_* took approximately 30-40 minutes to appear — far longer than the documented 1-2 minutes. The root cause was missing IAM permissions (roles/bigquery.dataEditor) on the sink's service account, which had to be granted manually via bq update after the standard gcloud projects add-iam-policy-binding command failed due to Qwiklabs restrictions.
