When creating the second view, it should say which user you need to use to have the correct permissions. Then, even if you use user #1, the query you're told to run doesn't show any results. You can still save the view, but something should probably tell us we won't have query results.

Multiple issues- SOme instructions were missing. Some was supposed to as user1 and others are as user2. But there was no indication which user you have to use.
