terraform init failed

Hello QL team, I found a versioning problem on this lab. Seems like both the terraform version and the provisioner version required in the lab's instructions are not compatible with the dependent modules anymore. The code available in: https://github.com/GoogleCloudPlatform/terraform-google-lb now requires TF 0.12, which is different than the one defined in the lab. I hope this helps.
