Terraform versioning shows it's v1.0.9 on the gcloud console after following the lab steps EXACTLY. The lab completed, though. I did waste a bit of time going back to see where I might have messed up before just trying to complete it anyways despite it saying version 13 was required.

The lab description is misleading: "In this lab, you learned how to use load balancing modules. Using Terraform, you deployed a regional TCP load balancer, a regional internal TCP load balancer, a global HTTPS load balancer with Kubernetes Engine, and a HTTPS content-based load balancer." With the exception of the regional TCP load balancer nothing else actually happens.
