The last task to run the python3 query.py errors saying your service account does not have Oauth permissions even with the BigQuery roles assigned. To fix the issue, you have to change the Scope in the VM to "all access"

The Service Account was unable to run the query. For expediency, changes the account permission to allow all and was able to run the query.

Something in either the instructions or the scripts seems to be incorrect. The service account created was unable to access BiqQuery. I was able to grant access by enabling BigQuery and Cloud API.
