Configuring, Using, and Auditing VM Service Accounts and Scopes Reviews

Wow. This lab was brutal! The builds took about 1 hour! Specifically the pip3 install pandas and, --upgrade google-dloud-bigquery. Worse than that, I couldn't install pyarrow and (cannot see now) the install before of after that... "failed building wheel for pyarrow".

The installation of the apt/pip3 packages should be turned into a startup-script for the VM. I find it tedious to copy paste single command into the VM for them to actually not be described why they are needed in detail.
