broken lab with end of support to python37, which didn't allow to finish lab with all tasks. Email to indicate incident is over was not sent

LL , there is a mismatch between the required python version to use to deploy the app in app engine (3.7) but it's not anymore supported !!!!

A python version error prevented completion of the lab properly. There is also a sequencing error at the end of the lab. The notification channel cannot be deleted before the alert policies.
