I could not create a VM instance in another region other than the specified us-west1 used for App Engine. There's some organization policy which blocked my attempts to create the new VM, so I could not complete task 3 of the lab

I cannot finish this step: Change the region to someplace other than us-west1 (the App Engine app is in us-west1). Accept all the rest of the defaults and click Create. i do not have an option to change region, becaouse i do not have different region
