in this part Change the region to someplace other than us-east1 (the App Engine app is in us-east1). Accept all the rest of the defaults and click Create. I can't make the instance region others than us-east1 and now this problem is solved

Below issue resolved after opening support ticket: This was a waste of time, it was not possible to select a different region when creating compute instance therefore not possible to complete the lab. Only us-est4 regional was available, the student nor the project had access to create instance in other regions.
