Service account did not exist to finish trigger. Remaining steps still showed completed.

Bug during cloud build trigger creation. It doesn't let you select a service account. Tried adding additional permissions to the service-account, but no success. The service account initially appears but is greyed out. When you search for on the trigger creation screen and remove your search, all options except "None" are gone.

The create trigger step wouldn't let me select any service account (none in the dropdown). Somehow passed the remaining Check My Progress steps anyway.

You skipped the step to Change the Settings and select the Service Account of your project ID as "Set as preferred service account" and change the permissions, in order to select it as a Service Account when creating the Trigger

To the SA you must assign permissions, if not, it is not visible when you create the trigger. So, please update the lab.
