update the code: Replace OFFSET with safe_offset. And SELECT from FULL, not STORIES which no longer exist.

bigquery-public-data.hacker_news.full is Broken and cannot be accessed from the US location --> I got this error message in the Jupyter ERROR: 404 Not found: Table bigquery-public-data:hacker_news.url was not found in location US Location: US Job ID: a9340f7e-4869-4274-b33c-d71b2b597d1c and then even using BigQuery could not query the table and only got NULLs back
