add additional step to enable dr and backup api in projectid2 inorder to get it listed in dr recovery.

The correct permission was not applied to the backup account, it said to check for storage but it needs compute, I had to add that manually before I could continue the lab. Also there was no table option it seems to have opened that automatically.
