Had to abort, Instance1 for the first project had not been created at startup; it was also missing on the second try, but the lab progressed after manually creating "instance1" in Project 1. The Alerting Policy "absence trigger" of 5 minutes is too long to trigger any incident after having stopped the instance2 VM, if the user does not consciously wait several minutes. I suggest reducing the time.

Project 1 has VM installed this time. All was fine.

Project 1 already has a virtual machine (and you can look at it by going to Compute Engine > VM instances). No it is not. Another problem is, that when create alert policy. It generate some Monitoring filter by itself, which "Filter is invalid" I will try to restart LAB.
