I am reporting a critical backend bug in the Arcade lab "Monitoring Multiple Projects with Cloud Monitoring" where a region-mismatch conflict prevents completion. The static lab instructions and progress-check criteria are hardcoded to require resources in the us-west1 region; however, the dynamic provisioning system applies strict organizational policies that lock the student project to entirely different regions (e.g., europe-west4 on the first attempt, and us-central1 on subsequent attempts). Because the automated grading script requires us-west1 but the project settings physically block resource creation there, the progress checks fail entirely, making it impossible to pass the lab despite following the instructions.
