I had spun up the VM, the script had run from Cloud Storage, the firewall was open and I could access the webpage. I'd also checked the output from the serial port, but the score only showed 10/20. I ended up spinning up a VM and it went to 20/20 although it may have just been the a timer or something unrelated.
