i created a firewall rule that allowed http to the instance, and confirmed that it worked, but it didn't count it until i enabled the http checkbox from the instance, which created another firewall rule. i set the instance permission to allow reading from storage, but it didn't count it until i added the compute service account in the bucket permissions. don't understand
