I completed all the steps needed, was able to access the Apache Web server on the newly created VM. Still got only 75/100. Step 2 is not detecting that the VM is created.

Poorly designed lab. You can only get points if you create a VM instance through the console. You won't get any points for creating a VM through the command line. This should be made cleared in the instructions.
