Even though I had all steps completed correctly, I couldn't get the assessment to recognize it. Not until I did everything through gcloud commands could I get full credit. Using the console by itself didn't work, even though the VM was using a GCS URL to the install-web.sh script to startup and I was able to get to the apache page through HTTP on the external IP, which should prove that it was set up correctly.
