all looked pretty well and understandable... till the last monitoring part. Might be my misconfiguration but, I've waited about 5 minutes (200000 request were already sent) and didn't observe load balancer switch. Would be great to add images what is expected to be observed.

some instructions are missing, i had to delete both us instance group and regional instance template and create a global instance template and then recreate the us instance group to be able to create the europe instance group. Then the instructions for the creation of the LB are not matching the current interface.
