User Authentication: Identity-Aware Proxy Reviews

I successfully completed the deployment of the App Engine application (Standard Environment, Python). The service was in "Serving" status with 100% traffic allocation, as confirmed in the App Engine dashboard. I also correctly configured the OAuth consent screen. However, the Identity-Aware Proxy (IAP) resource list failed to populate. Even after multiple manual refreshes of the console and waiting for several minutes, the page continued to display the "Connect new application" welcome screen instead of the "App Engine app" resource row.
