DAg env took loooooooooooooong time to get created...was still getting created when I closed the lab

Need better milestone checks and need to get better timing on spinning up the Composer environment. The instructions indicate that you may have to update IAM permissions and disable/re-enable the Composer api. I already had permissions set correctly so I also did not do the disable/re-enable step. It would be helpful to identify these as two separate steps they appear to be one.

Cloud Composer fails to create. Have tried multiple times with this. If anything, this lab has shown me that Cloud Composer is an unreliable product and that I should avoid using this in my current workplace

Disable and re-enable Composer API is mandatory for the successful creation of composer environment, no matter the cloud build service account exists or not. Better add it in the procedure .
