This may be an intermittent issue of the App Engine service. Could not create environment immediately. Disabling and enabling the API seemed to resolve the issues, but feel like this shouldn't be necessary. Also had issues creating shell environment.

Support provided reiteration of basic instructions, there is still an error creating the environment. Apparently it works on their end, so support thus far has not been useful. I am out of attempts for this course as well. Second attempt still failed, contacting support. Waited an hour and the Composer environment failed to be created. Will try this again, but this was a rather simple step, unsure why this failed.
