For some reason, postgres db is not starting. need more time to complete , because the creation, validation and promote the job take more time

i couldn't complete Task 1, in my first attempt, i could able to complete 80%. As per task 1, i have added migrration_admin user and provided full priveleges, though it is not getttng passed. Not sure whhy
