A couple of things are quite outdated: 1. This format has been actively discouraged in terraform for several years now. zone = "${var.instance_zone}" Do this instead: zone   = var.instance_zone 2. When you run `terraform fmt` that does nothing. The only way you can format all the files at once is with `terraform fmt --recursive`
