Configure an Internal Network Load Balancer Reviews

instance-group-1 was not created as described in the walk through. Was still able to complete the course, but was unable to see the load balancer switch between the two instance groups.

The VM instance for instance-group-1 never got created due to resource limitations making the remaining steps confusing. Moreover the load balancer had no choice but to direct all requests to the other instance.
