Had to use my own laptop for parts of this, but that's not your fault. When trying to run gcloud commands in the windows-iap machine inside the IAP desktop, the gcloud commands would not work because windows-iap does not have access to compute.googleapis.com. The instructions said to "Allow full access to all Cloud APIs" for the windows-connectivity box, but never for the windows-iap box.
