Solo logré completar el 85%, tal parece que El error se produce porque el rol `roles/iam.serviceAccountUser` no se puede otorgar a nivel de proyecto. Es un rol diseñado para otorgarse a un recurso de cuenta de servicio específico, no a todo el proyecto
