I was unable to create the notebook. I tried multiple times with various regions and I got the error message that the zone did not have enough resources available: "instance-20230809-131459: The zone 'projects/qwiklabs-gcp-03-055bb6e836a8/zones/us-central1-a' does not have enough resources available to fulfill the request. Try a different zone, or try again later.: Something went wrong. Sorry about that."
