Please fix the steps to make it compatible with the latest Python 3.9 version. Apache Beam only supports up until 3.8

Now that default py3 install is 3.9 it does not work anymore, please update this lab accordingly

It's necessary to use python3.8 version and in the lab there aren't commands

The lab is broken if following the instructions exactly. The option "--experiment use_unsupported_python_version" needs to be added to the command line to launch the Beam jobs due to Python 3.92 being installed in the virtual environment based on prior instructions. Without this option, the job will fail. With that, it does appear to work, but Python 3.92 is not currently actually supported, so there is a disconnect there.
