I could not observe the VM among the compute engine instances without an external IP, and the one I saw (vm-terraform) did have an external IP. Plus, there seemed to be a bug with the platform itself in incognito mode, where learning tab on the right side of the screen was disappering and reappearing endlessly time to time.
