GKE cluster did not come up after 35 minutes and failed with a GCE_STOCKOUT error message (see below). I had to choose another zone in my case us-west1-c worked. "Google Compute Engine: Not all instances running in IGM after 35m23.187535982s. Expected 3, running 0, transitioning 3.
