Checkpoint unable to detect pipeline deploy and run. Could be due to different region used for the AI Platform pipeline, and the progress detector could not check it. Unable to provision resources from us-central1 region in the first place.

The notebook machine type is not available anymore. Have to choose Debian 11 and have coda 11.3. But KFP needs python3.9 while the env only has 3.10. So KFP can't work normally
