Jupyter instance is not working. cant open a new terminal

23/01/23 - Unable to complete lab. Poor performance of the JupyterLab environment. JupyterLab terminal fails to launch. - 24/01/23 - Tried again. west1b says "Not enough capacity". Tried west1c. Took 15 minutes to provision the JupyterLab environment. And after 31 minutes, terminal had still failed to load. I've raised a support ticket through Partner Skillsboost.
