I ran into permission denied issue in the first step when trying to import the data from that public GCS bucket. automl-video-demo-data/hmdb51 this bucket hasn't granted the permission to the Vertex Service Agent's SA, is the permission revoked somehow?

This lab is broken. It is impossible to upload the videos.
