There is some insufficient or outdated information. For example, In service account creation, without identifying the current user to "Grant users access to this service account", this service account cannot be selected under Compute Engine Edit. Also, it is told that the Network-admin service account that we created before can be edited. However, there is no pencil icon on the GUI. I deleted and re-created the object.
