The N1-standard VM is not available in the given region as given in the Lab instructions. Had to change the region of siege-vm to move forward. Request to please update the Lab instructions accordingly.

It was all right, the HTTP(S) load balancer is now called an Application Load balancer, so a few of the instructions need tweaking (AKA selecting resource in logging) and I still ran into resource constraints with N1 instances in specific zones.
