Return to the Identity-Aware Proxy page of the console, select the checkbox next to App Engine app, and see the App Engine sidebar to the right. Each email address (or Google Group address, or Workspace domain name) that should be allowed access needs to be added as a Member. enable to see this

It is not possible to get the Resource to load in the Identity-Aware Proxy. I only get the "Failed to load IAP resources" error. I did troubleshoot with Gemini but none of the steps it provided solved the situation.
