With the exception of the portal, every step works fine in the updated interface, so long as you look for the corresponding UI elements for each instruction (hardest part was finding the Add Step button)

There is a missing step of creating the Service Account for the proxy deployment. Classic Apigee UI does not work even if you chose to login with a different user, had to do it all in an incognito. Quotas need to be reset otherwise all instructions post the quota step are throwing 429.
