command to create slq instance took too long to complete during first run, I had to cancel, cleanup and re-run, all good though gcloud sql instances create $INSTANCE_NAME \ --database-version POSTGRES_17 \ --tier db-g1-small \ --region $REGION \ --edition=ENTERPRISE
