Due company limitations, not all the machines have permission to install an oracle db, and other executables. Must be an option to End the Lab, or mark it as "not possible" in this cases, so the curse can be completed and not be at 99%.

The Oracle installer file does not get downloaded, instead a html file is downloaded from Oracle

The location specified to put the oracle install zip file is incorrect in these instructions - it needs to be a few directories below that.
