The Google Click to Deploy LAMP Stack deployment lamp-1 failed with Creating the root Cloud Storage bucket failed: Not found; Spanner: Not found. My student account also lacks permission to delete the deployment.

used the wrong LAMP link, and it created a different lamp-1 project that i could not delete. So i created a new LAMP Stack, but the name had to be lamp-2. This deployed, but the Google Skills Lab could not check the progress :(
