.bash_profile did not exist as a file. I could only edit as root and setting environment variable did not work. I'm thinking .bash_profile may not exist anymore and a new file may handle these variables. I'm not savvy with Linux so I'm not aware of a work around for this.

couldn't find .bash_profile, only .bashrc. even entered ls -a $HOME and could not find the config file to edit

When the console is maximized there is no obvious way to return it to normal size. Deleting the whole console and then restarting it seems required. While the console session is said to create a VM, COmpute Engine / VM instances does not show it - just the create box.
