Almost ran out of time tracing back through my work to find the table in BigQuery and was rushed through remaining steps. With exception to the first occurrence, all later steps have a note to refresh the page if the table doesn't appear. Add to Step 2: "Note: If you don't see the usa_names table, try refreshing the page or view the tables using the classic BigQuery UI."
